George Town does technically have a hop-on hop-off bus you can book online, and on a fair number of days it simply doesn’t turn up.
The problem with the hop-on hop-off bus
The Penang Hop-On Hop-Off service, run by Elang Wah Sdn Bhd, historically covered a City Route and a Beach Route. As of the 2025-2026 season it runs erratically, mostly on Friday through Sunday or as scheduled panoramic tours, and shows up on major travel portals listed as temporarily closed more often than not. Heavy traffic on the heritage core’s narrow one-way streets also stretches the gap between buses to 30 to 60 minutes or more. Don’t build a tight schedule around it.
The real answer: Rapid Penang CAT
The Central Access Transit bus, known locally as the CAT, is the actual reliable way to see George Town by bus, and it’s completely free. It loops through 19 stops across the UNESCO heritage zone, covering Fort Cornwallis, the Cheong Fatt Tze area on Lebuh Farquhar, Komtar, and Lebuh Chulia, running roughly every 15 to 20 minutes from 6am to 11pm. No ticket, no app, no fare box: just get on.
Public bus routes worth riding for the view
Rapid Penang’s Route 101 runs from Weld Quay and Komtar up the coast through Tanjung Tokong to Batu Ferringhi and Teluk Bahang, and doubles as a cheap scenic ride for RM 2.70 to 4.00. One catch that trips up visitors from cities with tap-to-pay transit: standard Rapid Penang buses take exact cash only, dropped into the fare box on boarding. Drivers carry no change and give none, so break your notes before you board.
Organised coach and minivan tours
If you want the outlying sights bundled into one trip, the real commercial bus-tour inventory in Penang is air-conditioned minivan and coach tours, typically 10 to 14 passengers, booked through Viator, GetYourGuide, or your hotel desk. The standard Round Island Tour bundles Kek Lok Si Temple, Penang Hill, a batik factory stop, the Snake Temple, and Tropical Spice Garden into a single day with hotel pickup included.
Verdict
Skip pre-booking the hop-on hop-off. Use the free CAT loop for the heritage core, Route 101 if you want a cheap ride up the coast, and a private minivan tour only if you specifically want the Kek Lok Si and Penang Hill combo handled for you.
